The Study of the State of Science Research and Innovation in the Maritime countries: the Brainpower and Knowledge in Higher Education Institutes

 

Overview

 
SEAMEO RIHED has concluded the second phase of its research project, “The Study of the State of Science Research and Innovation in Maritime Southeast Asia.” This study explores the research ecosystems in six countries: Malaysia, Indonesia, Brunei Darussalam, the Philippines, Singapore, and Timor-Leste, following the first phase conducted in the Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy (ACMECS) region.
 
The study revealed diverse research development landscapes across these countries, shaped by factors such as geography, population, socio-historical context, and levels of economic development. Singapore emerged as a leader with a well-established research infrastructure and long-standing Research, Innovation, and Enterprise (RIE) policy. Other countries, including Timor-Leste and Brunei Darussalam, are in the earlier stages of building their research capacities and face unique challenges related to resource allocation and infrastructure development.
 
While Singapore and Malaysia meet UNESCO’s recommended levels for research funding, other countries, including Indonesia and the Philippines, are working towards enhancing their investment in research and development. The study also highlighted a need for continued efforts to support human resource development in research, particularly in countries with smaller education systems.
 
To address shared challenges in areas such as health, food security, materials science, sustainable energy, and social sciences, the study recommends strengthening regional collaboration and knowledge-sharing among Southeast Asian countries. This includes fostering opportunities for cross-learning and research partnerships, particularly to support capacity-building in countries with emerging research systems like Timor-Leste. By working together, Southeast Asian nations can enhance their collective research capabilities and contribute to sustainable development in the region.
